Hos 6:1
לְכוּ וְנָשׁוּבָה אֶל־יְהוָה כִּי הוּא טָרָף וְיִרְפָּאֵנוּ יַךְ וְיַחְבְּשֵֽׁנוּ׃
Come and let us return to YHWH for He has torn, and He will heal us; He has struck, and He will bandage us.
Paraphrase: Come Israel, look at what YHWH, our Great King, has done. Like a lion tears it prey to pieces, so YHWH has torn us. There was no one to rescue us. We looked to Assyria, but they were of no help. (Hosea 5:13) We have been captured, beaten, and left for dead. God, however, is not finished with us. He has said that He will return to us if we acknowledge our sin. (Hosea 5:15) Therefore, I announce to you, Oh Israel, that God has punished you, but now He will take you back in His arms of love again. YHWH has struck you down, but now He will dress your wounds and restore you to health again.
Comments:
The ה marks וְנָשׁוּבָה as cohortative.
Note the presence of הוּא for emphasis here.
Hos 6:2
יְחַיֵּנוּ מִיֹּמָיִם בַּיֹּום הַשְּׁלִישִׁי יְקִמֵנוּ וְנִחְיֶה לְפָנָֽיו׃
He will enliven us after days; on the third day He will cause us to rise and we will live before Him.
Paraphrase: After a time of judgment and discipline, He will bring us back to life again. On the third day, He will take us by the hand and help us to our feet so that we might live and flourish in His presence.

Hos 6:4
מָה אֶֽעֱשֶׂה־לְּךָ אֶפְרַיִם מָה אֶעֱשֶׂה־לְּךָ יְהוּדָה וְחַסְדְּכֶם כַּֽעֲנַן־בֹּקֶר וְכַטַּל מַשְׁכִּים הֹלֵֽךְ׃
Hos 6:5 עַל־כֵּן חָצַבְתִּי בַּנְּבִיאִים הֲרַגְתִּים בְּאִמְרֵי־פִי וּמִשְׁפָּטֶיךָ אֹור יֵצֵֽא׃
Hos 6:6 כִּי חֶסֶד חָפַצְתִּי וְלֹא־זָבַח וְדַעַת אֱלֹהִים מֵעֹלֹֽות׃
Hos 6:7 וְהֵמָּה כְּאָדָם עָבְרוּ בְרִית שָׁם בָּגְדוּ בִֽי׃
Hos 6:8 גִּלְעָד קִרְיַת פֹּעֲלֵי אָוֶן עֲקֻבָּה מִדָּֽם׃
Hos 6:9 וּכְחַכֵּי אִישׁ גְּדוּדִים חֶבֶר כֹּֽהֲנִים דֶּרֶךְ יְרַצְּחוּ־שֶׁכְמָה כִּי זִמָּה עָשֽׂוּ׃
Hos 6:10 בְּבֵית יִשְׂרָאֵל רָאִיתִי [שַׁעֲרִירִיָּה כ] (שַׁעֲרֽוּרִיָּה ק) ם זְנוּת לְאֶפְרַיִם נִטְמָא יִשְׂרָאֵֽל׃
