Leviticus 16:3
בְּזֹ֛את יָבֹ֥א אַהֲרֹ֖ן אֶל־הַקֹּ֑דֶשׁ בְּפַ֧ר בֶּן־בָּקָ֛ר לְחַטָּ֖את וְאַ֥יִל לְעֹלָֽה׃
In this, Aaron will enter into the holy, with a bull, a son of a cow, for a Hatah and a ram for an Olah.
Paraphrase: Now when the time to enter the most Holy Place arrives, these are the directions he is to follow. Be sure you follow these directions exactly. First, Aaron must offer a sin offering and then a burnt offering. (Hebrews 9:7) For the sin offering, let him take a bull and offer it up according to the directions I gave previously. (Leviticus 4) For the burnt offering, let him offer up a ram according to the prescribed directions I gave to you. (Leviticus 1)

כְּתֹֽנֶת־בַּ֨ד קֹ֜דֶשׁ יִלְבָּ֗שׁ וּמִֽכְנְסֵי־בַד֮ יִהְי֣וּ עַל־בְּשָׂרוֹ֒ וּבְאַבְנֵ֥ט בַּד֙ יַחְגֹּ֔ר וּבְמִצְנֶ֥פֶת בַּ֖ד יִצְנֹ֑ף בִּגְדֵי־קֹ֣דֶשׁ הֵ֔ם וְרָחַ֥ץ בַּמַּ֛יִם אֶת־בְּשָׂר֖וֹ וּלְבֵשָֽׁם׃
A white linen garment, holy, he will wear and pants of white linen will be on his body and with a belt of white linen, he will put on and with a turban of white linen, he will wrap. Garments of holiness these are, and he will wash in water his flesh and put them on.
Paraphrase: Second, Aaron must wear clothing that differs from what he would usually wear when he is going about his temple work. (Exodus 28) Before he dresses, however, he must wash himself and purify his flesh from anything that defiles. When this is complete, he may put on the clothing set apart for this occasion. His main covering will be a long shirt made of white linen. Then his pants will also be of white linen and will be secured with a belt made of white linen. Finally, his head will be wrapped in a turban made of white linen. These garments are all of white linen and represent the pure holiness which the priest must display for this important occasion.

Leviticus 16:5
וּמֵאֵ֗ת עֲדַת֙ בְּנֵ֣י יִשְׂרָאֵ֔ל יִקַּ֛ח שְׁנֵֽי־שְׂעִירֵ֥י עִזִּ֖ים לְחַטָּ֑את וְאַ֥יִל אֶחָ֖ד לְעֹלָֽה׃
And from the assembly of the sons of Israel, he will take two of the males goats of the goats for a Hatah and one ram for an Olah.
Paraphrase: Once the priest is clothed and has the animals selected for himself, he will select the animals needed for the people’s sacrifices. Let him go to the flocks, and choose two male goats for the sin offering. Let their burnt offering be a ram.

וְהִקְרִ֧יב אַהֲרֹ֛ן אֶת־פַּ֥ר הַחַטָּ֖את אֲשֶׁר־ל֑וֹ וְכִפֶּ֥ר בַּעֲד֖וֹ וּבְעַ֥ד בֵּיתֽוֹ׃
And Aaron will bring the bull for a Hatah which is for him, and he will make atonement for himself and for his house.
Paraphrase: Aaron will use the bull to make atonement for his own sin and that of his family.

And he will take the two goats and cause them to stand before YHWH at the door of the tent of meeting.
Paraphrase: Then, let Aaron stand in front of the door of the Tabernacle and take the two goats and present them before YHWH, the Great King.

Leviticus 16:8
וְנָתַ֧ן אַהֲרֹ֛ן עַל־שְׁנֵ֥י הַשְּׂעִירִ֖ם גּוֹרָל֑וֹת גּוֹרָ֤ל אֶחָד֙ לַיהוָ֔ה וְגוֹרָ֥ל אֶחָ֖ד לַעֲזָאזֵֽל׃
And Aaron will cast over the two goats lots, the one lot for YHWH and the other lot for Azazel.
Paraphrase: Then Aaron will cast lots to know which goat will be used for the sin offering and to satisfy the justice of God which has gone out against Israel’s sin and which will be used to show the results of this sin offering; viz the complete removal of all sin from Israel.
Comments:
There is no consensus on the meaning of azazel עֲזָאזֵל; see extensive discussion by Bush (p116). Hengstenberg (p159) and Kiel (p398) believe it is a reference to Satan; Gesenius says (p617) it was some idol needing to be appeased; Witsius leans (very bottom of p214) towards Hengstenberg and Kiel. Fairbairn says (p244) the typological significance is clear even if we don’t know the meaning of this word. I understand the word to be a location word as is clear from to the desert in v10.
Leviticus 16:9
וְהִקְרִ֤יב אַהֲרֹן֙ אֶת־הַשָּׂעִ֔יר אֲשֶׁ֨ר עָלָ֥ה עָלָ֛יו הַגּוֹרָ֖ל לַיהוָ֑ה וְעָשָׂ֖הוּ חַטָּֽאת׃
And Aaron will cause the goat which the lot ascended on it for YHWH and he will make it a Hatah.
Paraphrase: The goat, which was chosen by lot for YHWH, will be sacrificed as a sin offering.

Leviticus 16:10
וְהַשָּׂעִ֗יר אֲשֶׁר֩ עָלָ֨ה עָלָ֤יו הַגּוֹרָל֙ לַעֲזָאזֵ֔ל יָֽעֳמַד־חַ֛י לִפְנֵ֥י יְהוָ֖ה לְכַפֵּ֣ר עָלָ֑יו לְשַׁלַּ֥ח אֹת֛וֹ לַעֲזָאזֵ֖ל הַמִּדְבָּֽרָה׃
Then the goat, which the lot ascended on it for Azazel, will be caused to stand living before YHWH to make atonement on it to send it off to Azazel, into the wilderness.
Paraphrase: Then Aaron will take the goat, which was chosen by lot for abandonment, and will make it stand before the door of the Tabernacle, before YHWH, the Great King. This goat, along with the other, will make atonement for the sins of My people by being cast off into the desert and abandoned there.

This verse solves the meaning of Azazel.
Leviticus 16:11
וְהִקְרִ֨יב אַהֲרֹ֜ן אֶת־פַּ֤ר הַֽחַטָּאת֙ אֲשֶׁר־ל֔וֹ וְכִפֶּ֥ר בַּֽעֲד֖וֹ וּבְעַ֣ד בֵּית֑וֹ וְשָׁחַ֛ט אֶת־פַּ֥ר הַֽחַטָּ֖את אֲשֶׁר־לֽוֹ׃
Then Aaron will bring the bull for a sin offering which is for him and will make atonement for himself and for his house and will kill the bull, the sin offering, which was for himself.
Paraphrase: Then Aaron should kill the bull which he had chosen to use for a sin offering for his own sin and those of his family. He will use the blood from this animal to make atonement for his sin.

Leviticus 16:12
וְלָקַ֣ח מְלֹֽא־הַ֠מַּחְתָּה גַּֽחֲלֵי־אֵ֞שׁ מֵעַ֤ל הַמִּזְבֵּ֙חַ֙ מִלִּפְנֵ֣י יְהוָ֔ה וּמְלֹ֣א חָפְנָ֔יו קְטֹ֥רֶת סַמִּ֖ים דַּקָּ֑ה וְהֵבִ֖יא מִבֵּ֥ית לַפָּרֹֽכֶת׃
Then he will take a full firepan of burning coals of fire from off the altar from before YHWH, and the fulness of his hands incense of finely ground spices and will enter from the house to the curtain.
Paraphrase: Then Aaron will leave the bull and its blood and will take a firepan full of burning coals. He will take these coals off the altar of burnt offering. Then he will take two handfuls of premium incense, the kind which consists of finely ground spices, and will enter the Tabernacle, passing through the holy place, pushing aside the curtain, and entering into the Most Holy Place.

Leviticus 16:13
וְנָתַ֧ן אֶֽת־הַקְּטֹ֛רֶת עַל־הָאֵ֖שׁ לִפְנֵ֣י יְהוָ֑ה וְכִסָּ֣ה׀ עֲנַ֣ן הַקְּטֹ֗רֶת אֶת־הַכַּפֹּ֛רֶת אֲשֶׁ֥ר עַל־הָעֵד֖וּת וְלֹ֥א יָמֽוּת׃
Then he will place the incense on the fire before YHWH, and the cloud of incense will cover the mercy seat which is over the testimonies, and he will not die.
Paraphrase: Once he has entered the Most Holy Place, he will place some of the incense on the burning coals. The smoke of this incense will waft upwards and cover the mercy seat where YHWH dwells between the Cherubim. (Psalm 80:1; 99:1; 1 Samuel 4:4; 2 Samuel 6:2; 2 Kings 19:15; Exodus 25:22) Thus shielded from the perfect and awesome holiness of God, Aaron will not be consumed by God’s wrath.

Leviticus 16:14
וְלָקַח֙ מִדַּ֣ם הַפָּ֔ר וְהִזָּ֧ה בְאֶצְבָּע֛וֹ עַל־פְּנֵ֥י הַכַּפֹּ֖רֶת קֵ֑דְמָה וְלִפְנֵ֣י הַכַּפֹּ֗רֶת יַזֶּ֧ה שֶֽׁבַע־פְּעָמִ֛ים מִן־הַדָּ֖ם בְּאֶצְבָּעֽוֹ׃
Then he will take from the blood of the bull and sprinkle with his finger on the face of the mercy seat to the east; and before the mercy seat, he will sprinkle seven times from the blood with his finger.
Paraphrase: Then Aaron will turn and leave the Most Holy Place, pass through the holy place, and stand again before the altar. This time, he will take some of the blood from the bull, which had been killed previously for a sin offering, and return to the Most Holy Place. Here he will stand before the mercy seat and the incense smoke which covers it and will sprinkle the blood on the east side of the mercy seat. Then, he will step back; and seven times, he will sprinkle blood directly in front of the ark. Then he will turn and leave the Most Holy Place and return to the altar.

וְשָׁחַ֞ט אֶת־שְׂעִ֤יר הַֽחַטָּאת֙ אֲשֶׁ֣ר לָעָ֔ם וְהֵבִיא֙ אֶת־דָּמ֔וֹ אֶל־מִבֵּ֖ית לַפָּרֹ֑כֶת וְעָשָׂ֣ה אֶת־דָּמ֗וֹ כַּאֲשֶׁ֤ר עָשָׂה֙ לְדַ֣ם הַפָּ֔ר וְהִזָּ֥ה אֹת֛וֹ עַל־הַכַּפֹּ֖רֶת וְלִפְנֵ֥י הַכַּפֹּֽרֶת׃
Then he will kill the goat, the sin offering, which is for the people, and he will bring its blood to the house to the mercy seat and do with its blood just as he did with the blood of the bull and sprinkle it on the mercy seat and before the mercy seat.
Paraphrase: Now he will take blood from the goat, which was killed as a sin offering for the people, and return to the Most Holy Place. He will do with this blood exactly as he did with the bull’s blood previously.

Leviticus 16:16
וְכִפֶּ֣ר עַל־הַקֹּ֗דֶשׁ מִטֻּמְאֹת֙ בְּנֵ֣י יִשְׂרָאֵ֔ל וּמִפִּשְׁעֵיהֶ֖ם לְכָל־חַטֹּאתָ֑ם וְכֵ֤ן יַעֲשֶׂה֙ לְאֹ֣הֶל מוֹעֵ֔ד הַשֹּׁכֵ֣ן אִתָּ֔ם בְּת֖וֹךְ טֻמְאֹתָֽם׃
And he will make atonement on behalf of the holy from the uncleanness of the sons of Israel and from their transgressions for all their sins; and thus, he will make for the tent of meeting living with them in the midst of their uncleanness.
Paraphrase: In doing all this, the priest will cleanse the tabernacle from all the sins of My people. All the times they corrupted and polluted my worship (Psalm 50:16-23); all the times they worshipped me with their lips even though their hearts were far from me (Isaiah 29:13); all the times they multiplied sacrifices even while they lived like heathens (Isaiah 1:10); they worshipped Me even while they were busy oppressing the poor and exploiting the needy (Amos 4:1). “This is so boring!” they blurted out on many occasions. (Malachi 1:13) Yes, My holy sanctuary is positioned right in the middle of a people with sinful hands and sinful lips. Now on this great day of atonement, I will cleanse My holy place of all their wickedness and make it place where My honor dwells. Then, My people will worship me with pure and holy words. (Zephaniah 3:9)

כִּֽי־בַיּ֥וֹם הַזֶּ֛ה יְכַפֵּ֥ר עֲלֵיכֶ֖ם לְטַהֵ֣ר אֶתְכֶ֑ם מִכֹּל֙ חַטֹּ֣אתֵיכֶ֔ם לִפְנֵ֥י יְהוָ֖ה תִּטְהָֽרוּ׃

וְהָֽיְתָה־זֹּ֨את לָכֶ֜ם לְחֻקַּ֣ת עוֹלָ֗ם לְכַפֵּ֞ר עַל־בְּנֵ֤י יִשְׂרָאֵל֙ מִכָּל־חַטֹּאתָ֔ם אַחַ֖ת בַּשָּׁנָ֑ה וַיַּ֕עַשׂ כַּאֲשֶׁ֛ר צִוָּ֥ה יְהוָ֖ה אֶת־מֹשֶֽׁה׃פ
