Ὑμεῖς ἐστε τὸ φῶς τοῦ κόσμου. οὐ δύναται πόλις κρυβῆναι ἐπάνω ὄρους κειμένη·
οὐδὲ καίουσιν λύχνον καὶ τιθέασιν αὐτὸν ὑπὸ τὸν μόδιον ἀλλ’ ἐπὶ τὴν λυχνίαν, καὶ λάμπει πᾶσιν τοῖς ἐν τῇ οἰκίᾳ.
οὕτως λαμψάτω τὸ φῶς ὑμῶν ἔμπροσθεν τῶν ἀνθρώπων, ὅπως ἴδωσιν ὑμῶν τὰ καλὰ ἔργα καὶ δοξάσωσιν τὸν πατέρα ὑμῶν τὸν ἐν τοῖς οὐρανοῖς.
The Status of Moses’ Law
Μὴ νομίσητε ὅτι ἦλθον καταλῦσαι τὸν νόμον ἢ τοὺς προφήτας· οὐκ ἦλθον καταλῦσαι ἀλλὰ πληρῶσαι·
Do not think that I came to abolish the law or the prophets; I did not come to destroy but to fulfill.
Paraphrase: Now you might think that since I am announcing the arrival of the kingdom of God, that I am now laying aside all the teaching that is given us in the books of Moses and the prophets. You might think that I have no use for these any longer. This is certainly not correct. My mission, to bring and establish My kingdom on earth, does not dispense with all that God taught our fathers. On the contrary, I take up all that is contained there and I teach you it’s true meaning and purpose. You might say that all these teachings are coming to you being filtered through Me and My mission. Some of them are fulfilled by My work here and thus come to an end; others are brought to an end with the end of the Israelite nation; some continue in force for all time and are part of God’s eternal law.
The law and the prophets equals all the teaching contained in what we call the Old Testament.
Calvin (p275): As soon as any new method of teaching makes its appearance, the body of the people immediately look upon it, as if everything were to be overturned. Now the preaching of the Gospel, as I mentioned a little ago, tended to raise the expectation, that the Church would assume a totally different form from what had previously belonged to it. Cf Lightfoot (p97).
“Fulfill” here should be taken in its fullest possible meaning. Wordsworth (p18): Christ fulfilled the law and the prophets by obedience, by accomplishment of types, ceremonies, rites, and prophecies, and by explaining, spiritualizing, elevating, enlarging, and perfecting the moral law, by writing it on the heart, and by giving grace to obey it, as well as an example of obedience, by taking away its curse; and by the doctrine of free justification by faith in Himself, which the law prefigured and anticipated, but could not give.
This verse must be interpreted in the larger context of the book of Matthew. That some laws were peculiar to Israel as a nation is clear from the fact that Jesus declares the unclean food laws to be finished. Jesus teaches that it is not what goes into a person that defiles him but what comes out of a person. (Matthew 15:11; cf Mark 7:19; James 3:6) The same with the temple tax which was a law binding all Israel. (Exodus 30:13–16) Jesus, however, declares that the sons, which refers to those who are citizens of His kingdom (Matthew 13:38), are free from this law. (Matthew 17:26)
ἀμὴν γὰρ λέγω ὑμῖν, ἕως ἂν παρέλθῃ ὁ οὐρανὸς καὶ ἡ γῆ, ἰῶτα ἓν ἢ μία κεραία οὐ μὴ παρέλθῃ ἀπὸ τοῦ νόμου, ἕως ἂν πάντα γένηται.
For verily I say to you, until heaven and earth might pass away, one jot or one tittle shall never pass away from the law until all might be.
Paraphrase: Now be sure of this. God will achieve His purpose in giving our fathers His covenant and all that it entails; He will not fail. Sooner might all of heaven and earth pass out of existence than that God should fail to realize the purpose for which He gave our fathers His laws. Not even the least precept of it will fail.

ὃς ἐὰν οὖν λύσῃ μίαν τῶν ἐντολῶν τούτων τῶν ἐλαχίστων καὶ διδάξῃ οὕτως τοὺς ἀνθρώπους, ἐλάχιστος κληθήσεται ἐν τῇ βασιλείᾳ τῶν οὐρανῶν· ὃς δ’ ἂν ποιήσῃ καὶ διδάξῃ, οὗτος μέγας κληθήσεται ἐν τῇ βασιλείᾳ τῶν οὐρανῶν.
Therefore, whoever might loose one of these commands, the least of them and might teach men in this way, least he shall be called in the kingdom of the heavens, but whoever might do and teach, in this way great he shall be called in the kingdom of the heavens.
Paraphrase: Furthermore, any citizen of My kingdom who breaks even the smallest of My Father’s commands and teaches others that such behavior is acceptable, this one will be regarded with great contempt. I tell you the truth, they will be cast forth into outer darkness where there is weeping and gnashing of teeth. (Matthew 8:12) On the contrary, all those who carefully obey all of God’s commands, these shall be held in the highest esteem in My kingdom.
λέγω γὰρ ὑμῖν ὅτι ἐὰν μὴ περισσεύσῃ ὑμῶν ἡ δικαιοσύνη πλεῖον τῶν γραμματέων καὶ Φαρισαίων, οὐ μὴ εἰσέλθητε εἰς τὴν βασιλείαν τῶν οὐρανῶν.
For I say to you, that unless your righteousness might not be better than the Scribes and Pharisees, you will surely not enter into the kingdom of the heavens.
Paraphrase: Let me assure you of this; if you think you are going to enter My kingdom with your own righteousness, you are mistaken. So many people are accustomed to looking at the righteousness of the Scribes and Pharisees as a righteousness which can hardly be improved on. Let me tell you this; you will need a righteousness better than theirs if you are going to enter into My kingdom.
Schaff (p537): The root of Paul’s theory of justification is found in the teaching of Christ: He requires from His disciples a far better righteousness than the legal righteousness of the Scribes and Pharisees, as a condition of entering the kingdom of heaven, namely, the righteousness of God; he holds up this righteousness of God as the first object to be sought; and teaches that it can only be obtained by faith, which he everywhere presents as the one and only condition of salvation on the part of man.

The Misunderstanding of Moses’ Law Corrected
Ἠκούσατε ὅτι ἐρρέθη τοῖς ἀρχαίοις· Οὐ φονεύσεις· ὃς δ’ ἂν φονεύσῃ, ἔνοχος ἔσται τῇ κρίσει.
ἐγὼ δὲ λέγω ὑμῖν ὅτι πᾶς ὁ ὀργιζόμενος τῷ ἀδελφῷ αὐτοῦ ἔνοχος ἔσται τῇ κρίσει· ὃς δ’ ἂν εἴπῃ τῷ ἀδελφῷ αὐτοῦ· Ῥακά, ἔνοχος ἔσται τῷ συνεδρίῳ· ὃς δ’ ἂν εἴπῃ· Μωρέ, ἔνοχος ἔσται εἰς
