Heptads of seventy were determined on your people and on the city of your holiness to complete transgression, and to seal up sins, and to cover guilt and to cause an eternal righteousness to enter and to seal up the vision and prophet and to anoint the holy of holies.

Paraphrase: I’m allotting seven sets or heptads of seventy years to complete the work of purging both God’s people and God’s city.  Then the great jubilee day will come and God will bring an end to their constant and repeated covenant breaking; He will lock such sin away never to be heard from again.  He will make atonement for their guilt so that their punishment will be revoked.  He will bring in a perfect righteousness which He will give to them as their own. (Romans 1:17)  This righteousness is as everlasting as the Messiah’s kingdom.  He will be the fulfillment of all that the prophets spoke and desired to understand fully. (Matthew 11:13; 1 Peter 1:10-12)  He will be that new and better High Priest who will enter God’s temple and consecrate it by anointing (Exodus 40:9) it with His own blood. (Hebrews 9:11-14)

Comments:

A heptad equals 7 of something just like a dozen equals 12 somethings.

Stuart (p269):  This last word [פֶּשַׁע] is the most intense designation of wickedness, as it combines the idea of apostasy and rebellion.

Stuart (p271):  to introduce everlasting righteousness, i.e. the δικαιοσύνη θεοῦ of Paul, in his epistles to the Romans and Galatians. It is everlasting, because the Messiah’s kingdom is so, Dan. 2:44. 7:14, 27. It is introduced, because it is of God’s giving, and is procured by the Messiah. The people are to be transgressors no more, so as to need punishment and exile.

Stuart says (p272) that the holy of holies mentioned here cannot be a reference to the Jewish sanctuary.  If it were, קָדָשִׁים would be articular as it always is elsewhere.  This is a reference to the more perfect tabernacle (Hebrews 9:11-12) of which the author of Hebrews speaks.

Daniel 9:25

and you will know and understand; from the going forth of a word to return and to rebuild Jerusalem until Messiah, the Prince, heptads of seven and heptads of sixty and two.  It will return, and the public square and moat will be rebuilt and in distress of times.

Paraphrase: Now I want you to note this carefully.  You know that God commanded His people to observe a sabbath each week. (Exodus 20:8)  God also commanded His people to give the land a sabbath every seventh year. (Leviticus 25:4)  Then after seven of these cycles, a year of jubilee was proclaimed. (Leviticus 25:8-9)  Furthermore, you know that God’s people ignored this command and did not give the land its sabbaths.  As a result, God sent them into exile so that the land could enjoy its sabbath rests.  For ten cycles of seven years, the land rested. (2 Chronicles 36:21)  Now you have afflicted your soul (Leviticus 16:31) and prayed to God for the restoration of your people. (Daniel 9:16-19)  Well, God has heard your prayer; now listen carefully as I explain how God will save His people in seventy heptads.  The first seven heptads will be spent in returning and rebuilding the city.  During this time, the streets will be rebuilt, the public square setup, and defensive structures put in place.  The next sixty-two heptads will be difficult years as you wait and earnestly desire the coming of the Great Messiah King.

Daniel 9:26

And after a heptad of sixty and two, the Messiah will be cut off and not for Him; and the city and the holy place, the people of the coming prince will destroy, and its end with a flood; and until the end of the war, a determination of desolations.

Paraphrase: At this point, the first seven heptads and then the sixty two heptads will have passed.  This is sixty-nine heptads in total.  Now, in the final and seventieth heptad, the Great Messiah will come and announce the year of jubilee. (Luke 4:17-19)  This is the Great Day of Atonement (Leviticus 25:8-9), and the Prince will be the sacrifice.  He will be arrested and killed by the leadership of the destroying nation.  He will not be killed for any sin that He committed, but as an atoning sacrifice for the sins of His people.  By this sacrifice, He will cancel the penalty and power of sin in the lives of His people.  He will then bring in an eternal righteousness to qualify them to enter God’s presence.  After His atoning death, the followers of the destroying prince will enter the city and level it.  Even the temple of God, will be shattered.  He and his armies will come in like a dreadful flood of destruction and put an end to the city.  Do not think, however, that these desolations and wars are the end of the story.  On the contrary, they too are part of God’s plan; they will not go on forever; it’s all part of God’s eternal decree.

Comments:

Stuart says (p292) that נָגִיד is anarthrous so that one would not think that it is the same prince referred to in v25.  וְהָעִיר and וְהַקֹּדֶשׁ are articular because they do refer to the same thing mentioned in v24.

The conquest here being that of Titus in 70ad.

Daniel 9:27

He will cause a covenant to be strong to many for one heptad, and half a heptad, He will cause sacrifice and offering to cease and until the extremity of abominations desolating and until the completion and determination is poured out on the destroyer.

Paraphrase: Yes, let me say something more about that last heptad.  During this great jubilee, the Great Messiah Prince will gather up His people and ratify with them a new covenant. (Jeremiah 31:31)  This new covenant will not be like the old covenant. (Jeremiah 31:32) All the sacrifices, offerings, and other rituals, which were so central to the old covenant, will come to an end.  They all pointed forward to this Great Prince; but now with His coming, they are no longer needed.  They were just shadows; now that the reality is here, the shadows go away. (Colossians 2:17; Hebrews 8:5; 10:1)  Then God’s Great Messiah Prince will execute God’s wrath and justice on the destroying prince.  The limits of what he is allowed to do will have been reached.  The Great Messiah Prince will then crush his head (Genesis 3:15; Romans 16:20), and he will be cast into outer darkness never to be heard from again. (Revelation 20:10)
