A qamets-hatuf is a short, O-class vowel.  It looks exactly like a qamats.  The way to distinguish is that qamats-hatuf only occurs in closed, unaccented syllables.  See page 7 here or this video.

A metheg is sometimes used to identify a given vowel as a qamats, not a qamats-hatuf.
