Acts 20:1

Acts 20:17
Ἀπὸ δὲ τῆς Μιλήτου, πέμψας εἰς Ἔφεσον, μετεκαλέσατο τοὺς πρεσβυτέρους τῆς ἐκκλησίας.
Now from Miletus, sending to Ephesus, he summoned the elders of the church.
Paraphrase: Paul did, however, send for the elders of the church in Ephesus and asked them to come meet him in Miletus, so he could address them before he left the area.

Now when they came to him, he said to them, “You know from the first day from which I entered into Asia how I was with you the entire time.
Paraphrase: When they arrived, he addressed them: “You all know very well that from the time I set foot in Asia until now, I have not left your side. I have been with you the entire time.

Acts 20:19
δουλεύων τῷ Κυρίῳ μετὰ πάσης ταπεινοφροσύνης, καὶ δακρύων, καὶ πειρασμῶν τῶν συμβάντων μοι ἐν ταῖς ἐπιβουλαῖς τῶν Ἰουδαίων·
Serving the Lord with all humility and tears and trials which happened to me by the plots of the Jews.
Paraphrase: I have poured out my life for you, humbly seeking to lead you in the right way, many times with tears. I’ve not been a tyrant or bully in these matters. I tried hard to be a shepherd who cares for the flock, like a nursing-mother (Numbers 11:12) tends to her infant. You all remember the wickedness of the Jews who laid elaborate schemes to try and catch me and to silence me.

ὡς οὐδὲν ὑπεστειλάμην τῶν συμφερόντων, τοῦ μὴ ἀναγγεῖλαι ὑμῖν, καὶ διδάξαι ὑμᾶς δημοσίᾳ καὶ κατ’ οἴκους,
how I never drew back to proclaim to you anything profitable and to teach you with supplications and to each house.
Paraphrase: I know you remember all the messages I delivered to you; I can say before God and my own conscience that I never held back anything which I thought might bring you some spiritual profit. But my ministry was not just public; I also ministered to you privately. You will remember all the pleasant visits we had when I visited your homes, and we all prayed that God would establish us in truth of the gospel.

Acts 20:21
διαμαρτυρόμενος Ἰουδαίοις τε καὶ Ἕλλησιν, τὴν εἰς Θεὸν μετάνοιαν καὶ πίστιν εἰς τὸν Κύριον ἡμῶν, Ἰησοῦν Χριστόν.
solemnly testifying to both Jews and Greeks, repentance towards God and faith in our Lord Jesus Christ.
Paraphrase: My message was simple and uncomplicated. I said the same thing to Jews and Gentiles; it made no difference to whom I was speaking. It was the message of repentance and faith. Nothing more; nothing less. Repentance is a coming to God confessing our sin and owning our guilt; faith is a coming to Jesus and coming under His sacrifice of atonement for us. Everything else I said on any other topic was just supplementary to this central message.

Compare the teaching here with Hebrews 6:1 and Mark 1:15. On repentance, see Fairbairn, Vos, and GGBB p289. The first εἰς is directional (also in v22) with the idea of moving towards; the second is also directional but is better translated into.
The two together [repentance & faith] constitute the whole of practical religion, and comprise all the lawful and obligatory themes of evangelical instruction. He who preaches the repentance and the faith here spoken of, in all their fulness and variety, will need to seek no other topics, and may humbly boast of having kept back nothing that was profitable to his hearers. source
repentance is used in Scripture much more comprehensively than saving faith. It is the whole conversion of the soul to God, the general acting in which faith is implicitly involved. When the Apostle calls for repentance, he virtually calls for faith; for as the actings of faith imply a penitent frame, so the exercise of repentance includes faith. It is therefore proper, that when a comprehensive answer is demanded to the question, “What must we do?” that answer should be generally, “Repent,” and that when the instrument of justification is inquired after specially, the answer should be, “Believe.” source
Acts 20:22
Καὶ νῦν, ἰδοὺ, δεδεμένος ἐγὼ τῷ πνεύματι πορεύομαι εἰς Ἰερουσαλήμ, τὰ ἐν αὐτῇ συναντήσοντά μοι μὴ εἰδώς,
and now, behold, having been led by the Spirit, I am going to Jerusalem; the things happening to me in her, not knowing.
Paraphrase: Now the time has come for me to say good-bye. The Spirit of God is leading me to Jerusalem, and I must follow even though I don’t know exactly what is going to happen to me there,

πλὴν ὅτι τὸ Πνεῦμα τὸ Ἅγιον κατὰ πόλιν διαμαρτύρεταί μοι, λέγον ὅτι δεσμὰ καὶ θλίψεις με μένουσιν.
except that the Holy Spirit has testified to me in each city saying, that bonds and afflictions remain for me.
Paraphrase: with this exception. The Holy Spirit has made it clear to me in every city where I have ministered that painful trials await me. Repeatedly, He has told me to expect persecution, arrest, and even imprisonment.

ἀλλ’ οὐδενὸς λόγου ποιοῦμαι τὴν ψυχὴν τιμίαν ἐμαυτῷ, ὡς τελειῶσαι τὸν δρόμον μου, καὶ τὴν διακονίαν ἣν ἔλαβον παρὰ τοῦ Κυρίου Ἰησοῦ, διαμαρτύρασθαι τὸ εὐαγγέλιον τῆς χάριτος τοῦ Θεοῦ.
but not one thing I make my soul valuable to myself so that to finish my race and the ministry which I received from the Lord Jesus to testify the gospel of the grace of God.
Paraphrase: For myself, I have only one goal in life. Even my own life, I do not count as something valuable and that I need to carefully guard. I am a man on a mission from God, and my only goal is to see that mission completed. The Lord Jesus Himself called me to this ministry and told me to carry His Name before the Gentiles, kings, and the children of Israel. (Acts 9:15) Everywhere, I was to announce the terms of the covenant of grace which God has ratified by the death and resurrection of Jesus, His Son.

Acts 20:25
Καὶ νῦν, ἰδοὺ, ἐγὼ οἶδα ὅτι οὐκέτι ὄψεσθε τὸ πρόσωπόν μου, ὑμεῖς πάντες ἐν οἷς διῆλθον κηρύσσων τὴν βασιλείαν.
and now, behold, I know that no longer you will see my face. You all among whom I went proclaiming the kingdom.
Paraphrase: Alas, the time has now come for us to say good-bye and let me be frank with you. This is the last time we are going to see each other on this earth. My mind goes back to the very first time I set foot in Ephesus with Aquilla and Priscilla. (Acts 18:18) I’ll never forget that day. Nor will I forget all the times we labored among you both in the church and from house to house (Acts 5:42), all the worship services, all the Bible studies, all the evangelistic endeavors, all the discussions in the school of Tyrannus (Acts 19:9), all the singing, and others times of fellowship. Who can possibly forget that great day when all the Christians gathered together and burned all their magic paraphernalia? Who can forget the terrible riot from which God wonderfully delivered us? The kingdom of Satan is always burning with rage against the kingdom of of our Lord, but don’t be afraid, Jesus has overcome the world. (John 16:33)

Paraphrase: Now as we take leave of each other today, I ask you to consider all these labors. I summon you to the witness stand and ask you to testify against me. For myself, I may say before God and my own conscience that, if any of you go lost, I am not responsible.

οὐ γὰρ ὑπεστειλάμην τοῦ μὴ ἀναγγεῖλαι πᾶσαν τὴν βουλὴν τοῦ Θεοῦ ὑμῖν.
For I did not hold back to proclaim all the purpose of God to you.
Paraphrase: I never lost an opportunity to proclaim to you with great earnestness and tears the truth about we stand with God. I told you plainly about how God covenanted (Luke 22:29 Galatians 3:16) with His Son (Ephesians 1:4) to save a people and to draw them to Himself. (John 17:4-6) I told you of the glorious decree (Psalm 2:7) which God the Father made for the salvation of His people. You well know that God gave me this ministry (Acts 20:42) and that I am accountable to Him for how I have carried out the mission. (1 Corinthians 9:16-17) Well then, tell me plainly; have I explained the gospel clearly to you? Is there anyone here who can say that I have not shown him the way to eternal life and warned him of God’s pending judgments? (Ezekiel 3:17-21) Have I not blown the trumpet and warned you of the wrath to come? (Ezekiel 33:3) Is there any part of the gospel which I failed to give you? Was there anything I held back because I was afraid of how it might be received?

The word βουλὴ points to deliberation, design, purpose, and resolve as Luke uses it. (Acts 2:23; 4:28; 5:38; 13:36) We find βουλὴ in parallel with διαθήκη in the LXX of Proverbs 2:17: of her who has forsaken the instruction [βουλὴ] of her youth, and forgotten the covenant [διαθήκη] of God. Clarke refers this to Jesus who is “the wonderful Counselor” (Isaiah 9:6) which Clarke understands to mean “the messenger of the great counsel.”
Acts 20:28
Προσέχετε ἑαυτοῖς καὶ παντὶ τῷ ποιμνίῳ ἐν ᾧ ὑμᾶς τὸ Πνεῦμα τὸ Ἅγιον ἔθετο ἐπισκόπους, ποιμαίνειν τὴν ἐκκλησίαν τοῦ Θεοῦ, ἣν περιεποιήσατο διὰ τοῦ αἵματος τοῦ ἰδίου.
Pay attention to yourselves and to all the flock in whom the Holy Spirit has made you elders to shepherd the church of God which He purchased through His own blood.
Paraphrase: Now I exhort you to carry on the work which I began. First of all, pay careful attention to yourselves. Watch carefully against the sin of unbelief (Hebrews 3:12); be sure you understand correctly the doctrines which our Savior has taught us (1 Timothy 4:16); Above all, guard your heart, for everything you do flows from it. (Proverbs 4:23) Second, pay careful attention to all the believers in the church. Watch over them just like a shepherd keeps a sharp eye on his flock so as to prevent any harm from coming to them. I don’t need to remind you that the Holy Spirit Himself has called and equipped you for this responsibility; therefore, be faithful to this calling. (Ephesians 4:1) Furthermore, our Lord Jesus Christ has given His life and shed His blood for those very people whom you are shepherding. Deal with them knowing just how deeply our Savior loves His Sheep. (Revelation 1:5)

“The presbyters always formed a college or corporation, a presbytery; as at Jerusalem, at Ephesus, at Philippi, and at the ordination of Timothy. Acts 20:29
ἐγὼ οἶδα ὅτι εἰσελεύσονται μετὰ τὴν ἄφιξίν μου λύκοι βαρεῖς εἰς ὑμᾶς, μὴ φειδόμενοι τοῦ ποιμνίου,
I know that wolves will enter to you after my departure, fierce, not taking care of the flock.
Paraphrase: Alas, I know all too well that once I leave, the wolves will come out and begin to tear apart the sheep. These wolves are false teachers who are smart, fierce, and very dangerous to the flock. They teach doctrines which were not given us by the Great Shepherd. They give their blessing to practices which are not conducive to personal holiness. They are the opposite of what I am calling you to do. They will not look after the welfare of the sheep, nor will they care for them and protect them. (Ezekiel 34:1-6)
