Jeremiah 23:1
ה֣וֹי רֹעִ֗ים מְאַבְּדִ֧ים וּמְפִצִ֛ים אֶת־צֹ֥אן מַרְעִיתִ֖י נְאֻם־יְהוָֽה׃
Woe the shepherds destroying and scattering the flock of My pasture.
Paraphrase: These kings Jehoahaz, Jehoiakim, and Jehoiachin are wicked shepherds. They did not work for the flourishing of the flock. They did not gather my people together and protect them and provide for them as a good shepherd would. On the contrary, they destroyed my flock and scattered it everywhere exposing My people to every kind of danger.

Hengstenberg (p400): There cannot be any doubt that the whole prophecy belongs to the reign of Jehoiakim; for the end of Jehoiakim and the fate of Jehoiachin are announced as future events.
Lightfoot (p289):
Jehoiachin, or Jeconiah, is no sooner upon the throne, but Jeremiah denounceth his captivity, and the failing of Solomon’s house in him: and this doth but, as it were, take at that prophecy, which he uttered before against Jehoiakim his father; “He shall have none to sit upon the throne of David.” When the ending of Solomon’s house is to be denounced, he calleth the “Earth, Earth, Earth,” to hear the word of the Lord, that the earthly kingdom was now to decay,—and, therefore, a kingdom of another nature Was to be looked after. This King and kingdom is described in this chapter [chp 23]; and when he had denounced the failing of Solomon’s house, and the ruin of the earthly kingdom of the house of David, in the chapter before, he now telleth of the everlasting King and kingdom of David [Jeremiah 23:5-6], and denounceth woe against those cursed shepherds, that had helped Solomon’s house forward unto ruin.
Jeremiah 23:2
לָ֠כֵן כֹּֽה־אָמַ֨ר יְהוָ֜ה אֱלֹהֵ֣י יִשְׂרָאֵ֗ל עַֽל־הָרֹעִים֮ הָרֹעִ֣ים אֶת־עַמִּי֒ אַתֶּ֞ם הֲפִצֹתֶ֤ם אֶת־צֹאנִי֙ וַתַּדִּח֔וּם וְלֹ֥א פְקַדְתֶּ֖ם אֹתָ֑ם הִנְנִ֨י פֹקֵ֧ד עֲלֵיכֶ֛ם אֶת־רֹ֥עַ מַעַלְלֵיכֶ֖ם נְאֻם־יְהוָֽה׃
Therefore, thus says YHWH, God of Israel, to the shepherds shepherding My people. You caused My flock to be scattered and driven them away and have not visited them. Behold Me visiting on you the evil of your actions. An utterance of YHWH.
Paraphrase: Now, therefore, listen to Me, oh shepherds. Thus says the Great King, YHWH, to those men who have been given the responsibility of shepherding My people. I have seen what you have done. I am well aware that your leadership has left my people reeling, homeless, and destitute. (Jeremiah 22:13-14) You did not use your power to protect and provide for them. Instead, you used your power to exploit them and to wring every last cent from them for your own pleasure. Now the time has come for a reckoning. You refused to visit My people for their flourishing; now I will visit you for your destruction. I will visit you and give you what is your due. Mark My word; it will certainly be as I have spoken.

וַאֲנִ֗י אֲקַבֵּץ֙ אֶת־שְׁאֵרִ֣ית צֹאנִ֔י מִכֹּל֙ הָאֲרָצ֔וֹת אֲשֶׁר־הִדַּ֥חְתִּי אֹתָ֖ם שָׁ֑ם וַהֲשִׁבֹתִ֥י אֶתְהֶ֛ן עַל־נְוֵהֶ֖ן וּפָר֥וּ וְרָבֽוּ׃
And I will gather the remnant of My flock from all the lands which I drove them there and will cause them to return to their fold, and they be fruitful and will multiply.
Paraphrase: In light of your exploitation and abuse of my people, I will act for them. I will gather up all those who are left and will bring them out of all the countries where I had banished them. I will bring My sheep back to their sheepfold. They will put down roots once again in the promised land; they will prosper and flourish under My loving care and protection.

Jeremiah 23:4
וַהֲקִמֹתִ֧י עֲלֵיהֶ֛ם רֹעִ֖ים וְרָע֑וּם וְלֹא־יִֽירְא֨וּ ע֧וֹד וְלֹא־יֵחַ֛תּוּ וְלֹ֥א יִפָּקֵ֖דוּ נְאֻם־יְהוָֽה׃ס
And I will cause to rise over them shepherds, and they will shepherd them and not fear again and not be visited. An utterance of YHWH.
Paraphrase: I will raise up new men to lead them. They will be real shepherds, shepherds who actually work for the flourishing of the flock and not their destruction. My people will thrive under these new shepherds; they will not be terrified; they will not flee whenever the king shows up to visit. Mark My word; it will certainly be as I have spoken.

הִנֵּ֨ה יָמִ֤ים בָּאִים֙ נְאֻם־יְהוָ֔ה וַהֲקִמֹתִ֥י לְדָוִ֖ד צֶ֣מַח צַדִּ֑יק וּמָ֤לַךְ מֶ֙לֶךְ֙ וְהִשְׂכִּ֔יל וְעָשָׂ֛ה מִשְׁפָּ֥ט וּצְדָקָ֖ה בָּאָֽרֶץ׃
Behold, the days are coming, an utterance of YHWH, and I will cause to rise for David a righteous sprout, and a king will reign, and have insight, and will do justice and righteousness in the land.
Paraphrase: Furthermore, there is a time coming, mark My words, when I will raise up a King unlike any king which Israel has ever known. Yes, I will keep the promise I made to David, and I will raise up a King from His family. This King will have wisdom, insight, and discernment as no king before or after. Not even Solomon will be able to hold a candle to this King. Whenever there is a quarrel between My people, He will resolve it with perfect justice. He will never flag in his faithfulness to the covenant.

Hengstenberg writes (p414) that עשה means “to work or to establish” not merely “to do.” משפט is refers to what is objectively just while צדקה is the subjective doing of righteousness by people.
Jeremiah 23:6
בְּיָמָיו֙ תִּוָּשַׁ֣ע יְהוּדָ֔ה וְיִשְׂרָאֵ֖ל יִשְׁכֹּ֣ן לָבֶ֑טַח וְזֶה־שְּׁמ֥וֹ אֲֽשֶׁר־יִקְרְא֖וֹ יְהוָ֥ה׀ צִדְקֵֽנוּ׃ס
In His days, Judah will be saved, and Israel will settle down in safety, and this is His Name which He will call him “YHWH our righteousness.”
Paraphrase: When He comes and takes the kingship, Judah will be rescued from all her enemies. No one will dare to meddle with My people or try to steal their land. Israel will settle down on the land and live in peace and safety. Now be sure you know the Name of this Great King. This is it, YHWH who brings us righteousness.

Isaiah 1:26 ‘City of righteousness,’ Isaiah 61:11 ‘Thy people shall be all righteous,’ Isaiah 61:3 ‘terebinths of righteousness’), and its source in Yahweh. Observe that in Isaiah 33:16 exactly the same name is given to the ideal Jerusalem of the future.

Jeremiah 23:21
לֹא־שָׁלַ֥חְתִּי אֶת־הַנְּבִאִ֖ים וְהֵ֣ם רָ֑צוּ לֹא־דִבַּ֥רְתִּי אֲלֵיהֶ֖ם וְהֵ֥ם נִבָּֽאוּ׃
I did not send the prophets, and they ran; I did not speak to them, and they prophesied.
Paraphrase: These prophets, who claim to have a word from Me, are not from Me. I never sent them, and yet they still claim to be prophets. I did not give them a message to deliver, but they go out and claim to speak for me anyway. Don’t believe them; they lie.

Jeremiah 23:22
וְאִֽם־עָמְד֖וּ בְּסוֹדִ֑י וְיַשְׁמִ֤עוּ דְבָרַי֙ אֶת־עַמִּ֔י וִֽישִׁבוּם֙ מִדַּרְכָּ֣ם הָרָ֔ע וּמֵרֹ֖עַ מַֽעַלְלֵיהֶֽם׃ס
and if they stood in My council and they caused My people to hear My words and caused them to turn from their way of evil and from the evil of their deeds.
Paraphrase: If they really had a message from Me, then they would have called My people to repentance. When I meet with My prophets in My council, I give them a word, and they bring that word to My people. These messages I give them call My people to turn from their wicked lifestyles, to take hold of My covenant, and to seek justice, correct oppression, and to bring justice to the fatherless and plead the widow’s cause.” (Isaiah 1:17) Any prophet with a message different from this is not from Me.

Jeremiah 23:23
הַאֱלֹהֵ֧י מִקָּרֹ֛ב אָ֖נִי נְאֻם־יְהוָ֑ה וְלֹ֥א אֱלֹהֵ֖י מֵרָחֹֽק׃
“A God from nearness, am I?” an oracle of YHWH. “and not a God from a distance?”
Paraphrase: Or do you think that I don’t notice what these prophets are doing on earth? Perhaps they think (and you?) that I only can see what takes place near Me, in heaven My dwelling place. Don’t you think that I can also see things that are happening far away from Me? Do you really think that My vision is limited and that I don’t see and take note of what these charlatans are doing in My Name?

Ewald understands (p89) אֱלֹהֵי מִקָּרֹב a god from near, or אֱלֹהֵי מֵרָחֹק a god from afar, “as a god coming from some place near, or from afar.”
Peake (p267): Cornill has put forward a very attractive view. Is God a Being with whom one can be on such easy familiar terms as these prophets fancy? It is not so simple a matter to be a prophet as they think. It is a high dignity to stand in the council of God, it is not accessible to the first-comer, but only to the worthiest. God is not the next-door neighbor whose door always stands open, but the remote God, ‘the High and Holy One who inhabiteth eternity.’ But just as man cannot force himself on God or elect himself to the prophetic office, so little can he escape His summons if he is God’s chosen instrument. No matter how inaccessible his retreat, he cannot elude His all-seeing eye.
Jeremiah 23:24
אִם־יִסָּתֵ֨ר אִ֧ישׁ בַּמִּסְתָּרִ֛ים וַאֲנִ֥י לֹֽא־אֶרְאֶ֖נּוּ נְאֻם־יְהוָ֑ה הֲל֨וֹא אֶת־הַשָּׁמַ֧יִם וְאֶת־הָאָ֛רֶץ אֲנִ֥י מָלֵ֖א נְאֻם־יְהוָֽה׃
“If a man is hidden in hiding places and I do not see him?” an oracle of YHWH. “Is not heavens and the earth, I am filling?” an oracle of YHWH.
Paraphrase: Can a man hide himself in a secret place, and I am not able to see him? Is this even conceivable? Why would you delude yourself with such an absurd thought? How can anyone hide from Me, the Great Creator of heaven and earth who fills the entire universe? (Job 28:24) Be sure of this, I know what they are doing, and they will surely be brought to give an account.

Jeremiah 23:25
שָׁמַ֗עְתִּי אֵ֤ת אֲשֶׁר־אָֽמְרוּ֙ הַנְּבִאִ֔ים הַֽנִּבְּאִ֥ים בִּשְׁמִ֛י שֶׁ֖קֶר לֵאמֹ֑ר חָלַ֖מְתִּי חָלָֽמְתִּי׃
I hear what the prophets say; prophesying in My Name lies saying, “I dreamed; I dreamed!“
Paraphrase: Yes, whatever they might think, I do know what these so-called prophets are doing. I do see their wickedness. I hear them announcing loudly that they have had a dream. “Gather around!” they tell everyone, “YHWH has spoken to me. I will now deliver to you a message from YHWH.” What worthless lies these are! I never spoke a word to them.
Comments:
Note the nifal triangle in הַנִּבְּאִים which indicates that it is a verb form, not a noun as the previous הַנְּבִאִים. The plural mem ending shows that it is not a verb but a verbal.
Jeremiah 23:26
עַד־מָתַ֗י הֲיֵ֛שׁ בְּלֵ֥ב הַנְּבִאִ֖ים נִבְּאֵ֣י הַשָּׁ֑קֶר וּנְבִיאֵ֖י תַּרְמִ֥ת לִבָּֽם׃
How long will will there be in the heart of prophets, prophesying the lie? and prophets of delusion of their heart?
Paraphrase: How long will these lies live in the minds of these men? How long will this nonsense flow from their mouths before I visit them with My judgments? How long will they claim to speak for Me when they really are just inventing messages from their own imagination?

Jeremiah 23:27
הַחֹשְׁבִ֗ים לְהַשְׁכִּ֤יחַ אֶת־עַמִּי֙ שְׁמִ֔י בַּחֲל֣וֹמֹתָ֔ם אֲשֶׁ֥ר יְסַפְּר֖וּ אִ֣ישׁ לְרֵעֵ֑הוּ כַּאֲשֶׁ֨ר שָׁכְח֧וּ אֲבוֹתָ֛ם אֶת־שְׁמִ֖י בַּבָּֽעַל׃
Thinking to cause My people to forget My Name in their dreams which they announce each man to his neighbor just as their fathers forgot My Name for Baal.
Paraphrase: Their plan is to bring My people to forget all that I had done for them. They don’t want Israel to remember that I was the One who brought them out of Egypt, led them through the wilderness, and brought them into the promised land. (Jeremiah 31:2-3) They hope that My people, over whom My Name is called (Jeremiah 7:10, 11, 14, 30; 25:29; 32:34; 34:15; Amos 9:12; 2 Chronicles 7:14), will begin to think that their dreams really are messages from Me. And alas, My people are so fickle; they actually believe these false prophets. They constantly bounce between gods and different religions. (1 Kings 18:21) One day, they are devoted to Me; then they grow weary of it (Malachi 1:13) and become enamored with Baal. (Numbers 25:3) They fall in with whatever deity happens to be in vogue at the time. (Deuteronomy 32:17; Jeremiah 2:11)

וּמַשָּׂ֥א יְהוָ֖ה לֹ֣א תִזְכְּרוּ־ע֑וֹד כִּ֣י הַמַּשָּׂ֗א יִֽהְיֶה֙ לְאִ֣ישׁ דְּבָר֔וֹ וַהֲפַכְתֶּ֗ם אֶת־דִּבְרֵי֙ אֱלֹהִ֣ים חַיִּ֔ים יְהוָ֥ה צְבָא֖וֹת אֱלֹהֵֽינוּ׃

כֹּ֥ה תֹאמַ֖ר אֶל־הַנָּבִ֑יא מֶה־עָנָ֣ךְ יְהוָ֔ה וּמַה־דִּבֶּ֖ר יְהוָֽה׃

וְאִם־מַשָּׂ֣א יְהוָה֮ תֹּאמֵרוּ֒ לָכֵ֗ן כֹּ֚ה אָמַ֣ר יְהוָ֔ה יַ֧עַן אֲמָרְכֶ֛ם אֶת־הַדָּבָ֥ר הַזֶּ֖ה מַשָּׂ֣א יְהוָ֑ה וָאֶשְׁלַ֤ח אֲלֵיכֶם֙ לֵאמֹ֔ר לֹ֥א תֹאמְר֖וּ מַשָּׂ֥א יְהוָֽה׃

לָכֵ֣ן הִנְנִ֔י וְנָשִׁ֥יתִי אֶתְכֶ֖ם נָשֹׁ֑א וְנָטַשְׁתִּ֣י אֶתְכֶ֗ם וְאֶת־הָעִיר֙ אֲשֶׁ֨ר נָתַ֧תִּי לָכֶ֛ם וְלַאֲבוֹתֵיכֶ֖ם מֵעַ֥ל פָּנָֽי׃
