Paraphrase: Now by My Own Life, says YHWH, the Great King of heaven and earth, I make this declaration. If I fail to rule over My people with My iron fist and by My powerful arm and by My wrath being poured out on them for their unfaithfulness, then I am not the eternal God who lives and reigns forever. (Daniel 4:34; Revelation 1:18; 4:9-10)

Charnock (p297): If God be eternal, His covenant will be so. It is founded upon the eternity of God; the oath whereby he confirms it, is by his life. Since there is none greater than himself, he swears by himself, Hebrews 6:13, or by his own life, which he engageth, together with his eternity, for the full performance, so that if he lives for ever, the covenant shall not be disannulled, it is an immutable counsel, Hebrews 6:16-17. The immutability of his counsel follows the immutability of his nature. Immutability and eternity go hand in hand together.

Paraphrase: Furthermore, I will surely gather up My people from all the countries to which they were scattered when I punished them for their unfaithfulness. I will bring them all together again and lead them out of those nations. I will do this with an iron fist, by My powerful arm, and with an outpouring of My terrible anger upon them.

Paraphrase: You will remember what I did to your fathers after I delivered them from of Egypt and led them to the borders of the promised land. They did not think that I was strong enough to defeat the kings who ruled the land of Canaan. (Numbers 13:30-31; 14:6-9) For their unbelief, I punished My people severely; I turned them back from the land, which I had promised them, and forced them to march through the empty and dry wilderness until that entire generation died. (Numbers 14:21-23, 34; Hebrews 3:7-11) Then, I also brought charges against the ten spies who doubted My power; I declared them guilty and struck them dead. (Numbers 14:36-37) Then, when some of Israel decided to disregard My command to turn away from Canaan and resolved to take Canaan on their own initiative, I gave them over to their enemies for destruction. (Numbers 14:45) This is the word of YHWH, the Great King of heaven and earth.

כִּ֣י בְהַר־קָדְשִׁ֞י בְּהַ֣ר׀ מְר֣וֹם יִשְׂרָאֵ֗ל נְאֻם֙ אֲדֹנָ֣י יְהוִ֔ה שָׁ֣ם יַעַבְדֻ֜נִי כָּל־בֵּ֧ית יִשְׂרָאֵ֛ל כֻּלֹּ֖ה בָּאָ֑רֶץ שָׁ֣ם אֶרְצֵ֔ם וְשָׁ֞ם אֶדְר֣וֹשׁ אֶת־תְּרוּמֹֽתֵיכֶ֗ם וְאֶת־רֵאשִׁ֛ית מַשְׂאוֹתֵיכֶ֖ם בְּכָל־קָדְשֵׁיכֶֽם׃
For on My holy mountain, on the mountain of the height of Israel, says Lord YHWH, there all the house of Israel will serve Me, all in the land there. I will accept them; and there, I will look for your offerings and the chief of your portions with all your holy things.
Paraphrase: But now this faithful remnant, I will bring them into the promised land. They will build houses and plant vineyards in the holy city. There on My holy mountain, they will come to worship Me. All of them without exception will come to My glorious temple. Some will come with weeping, others with repentance and prayers (Jeremiah 31:9), but they will all come. Now in that place, I will come down amongst them and accept their gifts. I will not turn from them in disgust. (Ezekiel 20:3) No, I will welcome them and rejoice over them. (Jeremiah 32:41) I will take delight in their offerings and sacrifices (Leviticus 1:9) and all the other things which they dedicate to Me.

בְּרֵ֣יחַ נִיחֹחַ֮ אֶרְצֶ֣ה אֶתְכֶם֒ בְּהוֹצִיאִ֤י אֶתְכֶם֙ מִן־הָ֣עַמִּ֔ים וְקִבַּצְתִּ֣י אֶתְכֶ֔ם מִן־הָ֣אֲרָצ֔וֹת אֲשֶׁ֥ר נְפֹצֹתֶ֖ם בָּ֑ם וְנִקְדַּשְׁתִּ֥י בָכֶ֖ם לְעֵינֵ֥י הַגּוֹיִֽם׃
With a soothing smell, I will be pleased with you, when I cause you to go forth from the peoples, and I will gather you from the lands to which you were scattered and I will be sanctified in you before the eyes of the nations.
Paraphrase: I will come down and eat the peace offering with you. (Leviticus 3:5) I will take great pleasure in receiving these gifts from you. My anger will be no more; we will live together in joyful harmony. All this will happen on that day when I call you out of the nations to which you were scattered. What a happy day when I gather you up from all the different places where you were exiled. Then, you will come and dwell in this land which I promised to your fathers; and through your holiness, My Holy Name will be exalted in plain view of all the nations. Then they will know that I am YHWH, the Great Sovereign of heaven and earth.
